Canada to Recognize Palestinian State in September, Says PM Carney
Prime Minister Mark Carney has announced that Canada will recognize a Palestinian state this September, marking a significant shift in the country’s foreign policy. The decision hinges on democratic reforms, including free elections by the Palestinian Authority, and excludes Hamas from participation.

Carney’s announcement follows similar moves by the UK and France, both of which stated they will recognize Palestinian statehood unless Israel agrees to specific peace conditions. If carried out, Canada would become the third G7 nation to make this commitment in recent weeks.
Speaking to reporters, Carney cited increasing Israeli settlement expansion in the West Bank, the humanitarian crisis in Gaza, and the October 7 Hamas attacks as driving factors behind Canada’s new stance.
“The level of human suffering in Gaza is intolerable and worsening,” said Carney, adding that a two-state solution through negotiations is no longer realistic. “The prospect of a Palestinian state is being eroded before our eyes,” he warned.
Carney confirmed that the formal recognition will take place during the upcoming United Nations General Assembly. He emphasized that the Palestinian Authority must commit to governance reforms and the demilitarization of the territory.
While 147 out of 193 UN member states already recognize Palestine, Israel has condemned Canada’s decision, calling it “a reward for Hamas.” Canada’s Conservative Party also criticized the move, saying it sends the wrong message after the October 7 attacks.
In response to questions about external influence, Carney stressed that Canada’s foreign policy is made independently. “We were not influenced by the UK, France, or the U.S.,” he noted.
The announcement follows a letter signed by nearly 200 former Canadian diplomats urging Carney to recognize Palestinian statehood amid rising civilian casualties and violence in the region.
The Palestinian Authority, led by President Mahmoud Abbas, controls parts of the West Bank but has not held elections since 2006. Gaza remains under Hamas control.
If implemented, Canada’s recognition would further isolate the U.S., which remains the only permanent UN Security Council member opposing Palestinian statehood.
